Land Use Bylaw #2025-5
Background
In 2022, Council adopted Land Use Bylaw #2022-4. This iteration of the Land Use Bylaw was the first significant revision to local development regulations since 2007 and as a result Land Use Bylaw #2022-4 resulted in a thorough debate in council and in the community. When Land Use Bylaw #2022-4 was passed, Council recognized that some of the changes made would need to be revisited to ensure that the application and intent of these changes remained consistent with community expectations.
In 2025, after two summer seasons of trial for the Land Use Bylaw #2022-4, Council gave first reading to a new Land Use Bylaw, #2025-5. This new Land Use Bylaw was prepared following input of Council as well as a period of public engagement (the Land Use Bylaw #2022-4 Follow-Up Survey).
What’s Changing?
In the Land Use Bylaw #2022-4 Follow-Up Survey, Council was pleased to note that many of the changes made (or regulations retained from the existing bylaw) had significant support in the community. However, there was still significant unease with the 2022 change allowing for additional Recreational Vehicles in the community. Land Use Bylaw #2025-5 was given first reading with the following general amendments:
- General Spelling and Grammar Edits Throughout (ex. revision of Court of Queen’s Bench to Court of King’s Bench).
- Presentation of a New Land Use District Map, which updates the base survey and accounts for consolidated lots, registered lot numbers, and updates the demarcation of the “nature path” lands (PUL 5) to be clearer. The new map also presents a more accurate visual representation of the land/lake interface in terms of property ownership and lot lines.
- Section 42 (Recreational Vehicles) has been amended to reduce the permitted number of Recreational Vehicles on an Improved Lot back down to 1 (One) RV per lot, for either storage or as a temporary living accommodation. Section 42 is also amended to note specifically that, where permitted, RVs must be situated on site at a location that respects the same property line setbacks as accessory structures, as outlined in the bylaw.
- Section 52, the Residential Land Use District Regulation, has been amended to reflect the proposed lower limit on Recreational Vehicles to remain consistent with Section 42.

What’s Next?
Before considering further readings of the Land Use Bylaw, the municipality must hold a Public Hearing to receive comments from stakeholders in the municipality. In accordance with the Municipal Government Act, comments may be received in written submissions before the hearing, written or verbal submissions during the hearing, or verbal submissions provided through electronic means (virtual presentations) during the meeting.
The Public Hearing for Land Use Bylaw #2025-5 has been scheduled for June 17, 2025 at 7:00 p.m. at the municipal office, 2317 TWP Rd. 545 in Lac Ste. Anne County. Following the Public Hearing, Council can consider further readings of the Land Use Bylaw, as presented or with amendments.
How Can I Participate?
1. Written submissions before the hearing: If you wish to provide a written submission that will be considered at the public hearing, you must submit the same on or before 12:00 noon., Friday, June 13th, 2025. Your submission should contain the following:
a) your name and address;
b) the location of your land; and
c) your comments.
Note: written submissions may be received by mail, email, fax, or dropped off in person at the municipal office. If you mail your comments, please mail them no later than Monday, June 9th, 2025, to ensure arrival before the deadline. If your comments are sent after Monday, June 9th, 2025, please consider emailing, faxing, or hand-delivering them to ensure they are received. Comments received after the deadline may not be included in the public hearing.

2. Written and verbal submissions at the hearing: You can attend the public hearing in person and make a verbal and/or written submission at the time of the hearing. There will be a presentation sign-in sheet at the meeting, and those wishing to be heard will need to sign this sheet and their comments will be addressed in order of registration.
3. Verbal submissions by Electronic Means: In accordance with recent changes to the Municipal Government Act and subsequent amendments to the municipality’s Procedural Bylaw, this public hearing will also allow for participation by electronic (virtual) means. Anyone wishing to attend remotely can use the Zoom link provided below (and found on the website as well) to access the meeting. The public hearing agenda will provide designated time for virtual attendees to have an opportunity to provide their comments.
